South Africa to Establish New NOC, Reshaping Oil and Gas Sector

South Africa will launch the South African National Petroleum Company (SANPC) on April 1, 2025, merging PetroSA, iGas, and the Strategic Fuel Fund to streamline state energy operations and boost investment.Announced in 2020, the merger, led by the CEF Group, aims to enhance competitiveness but raises concerns over asset management.

Across Africa, NOCs are restructuring—Angola’s Sonangol is divesting non-core assets, while Ghana’s GNPC is forming IOC partnerships—reflecting a continental push for efficiency and investment.

Nigeria’s NNPC has transformed into a profit-driven entity under the Petroleum Industry Act, aiming to cut government reliance on oil and attract investment.

Its success will guide SANPC and other African NOCs, highlighting the need for strong governance, fiscal discipline, and strategic partnerships.
