NOGOF 2025: Bayelsa Calls for PIA Review to Boost Project Oversight

Bayelsa State Governor, Senator Douye Diri, has called for a review of the Petroleum Industry Act (PIA) to give state governments a key role in overseeing development projects in oil-producing communities. Speaking at NOGOF 2025 in Yenagoa through his deputy, Senator Lawrence Ewhrudjakpo, Diri argued that although the PIA allows communities to directly receive oil funds, state governments often handle disputes arising from fund management. He emphasized that involving state governments would improve planning and execution of projects, as many communities lack the capacity to manage such initiatives.

Governor Douye Diri criticized the Petroleum Industry Act (PIA) for giving state governments no official role but leaving them with the burden of resolving conflicts arising from oil-related issues. Speaking at NOGOF 2025, he urged the National Assembly to amend the PIA to assign clear responsibilities to host state governments. Diri also condemned international and indigenous oil companies for excluding state governments from share divestments, particularly in the cases of Shell and Agip, despite their long presence in the Niger Delta. He noted that the new owners continue poor operational practices similar to their predecessors.

Governor Diri criticized Shell and Agip for excluding Bayelsa from their divestment process despite decades of operation in the state. He praised NOGOF’s theme but urged a review of local content achievements, stressing youth capacity building. Diri also lamented Bayelsa’s exclusion from NLNG benefits despite supplying 60% of feedstock. Lawmaker Boma Goodhead and Minister Lokpobiri emphasized the importance of local value addition and investment opportunities in the oil and gas sector.Governor Diri urged NOGOF 2025 participants to move from talk to action by forming impactful partnerships and investments.

NCDMB Executive Secretary Felix Ogbe noted the event marks 15 years of the NOGICD Act and aims to showcase opportunities across the oil and gas value chain. Presidential adviser Olu Verheijen said the government is focused on an inclusive energy sector that drives industrialization and job creation.
