PETROAN: Port Harcourt refinery rehab may exceed 30-day schedule

PETROAN is concerned that the Old Port Harcourt Refinery’s 30-day rehab may face delays due to common bottlenecks, risking worsened supply shortages and economic hardship. The shutdown affects PETROAN members who rely on products from the refinery depot. While maintenance is expected, PETROAN urges NNPCL to stick to the repair schedule to limit disruptions.

PETROAN stresses the repair must include the PMS blending unit to ensure crude oil processing is effective. They urge NNPCL to finish repairs before current stocks deplete to avoid market monopolies and ensure stable supply. Timely repair will support market competition and benefit consumers. PETROAN also recommends the Petroleum Minister form a task force of industry stakeholders to monitor repairs and provide weekly progress updates for transparency.

It also recommended timely payments to contractors managing the repairs to prevent delays and keep the project on schedule.
